The Greater Hartford NAACP has formed a coalition with community leaders to collectively address their abhorrence and opposition to local law enforcement, and those who govern them operating under a backdrop of systematic racism. The constant news of irresponsible police misconduct causing grief and division in communities of color where our people are continually being discriminated against, marginalized and killed must not be allowed to continue.
The most recent and visible events in Hartford are the “Dead Pool” incident, where a Hartford detective offered to take bets on the value of black and brown lives; the officer–involved shooting of Shamar Ogman the day after Christmas; and the most recent killing of a Hartford resident by an FBI Task Force (absent body camera footage) are painful examples of the atrocities against our community members by those who we depend on to serve and protect.
Our message is clear that behaviors such as these must cease and will no longer be tolerated in communities of color throughout the Greater Hartford area. We will no longer tolerate irresponsible and unconstitutional policing; the blatant disregard for the value of the lives of the Greater Hartford residents; and the continued use of excessive force in our communities. Additionally, we will no longer tolerate the attempts by the Police Department and/or local politics to manipulate and pacify community leaders. Well intentioned invitations to talk and
discuss improvements without real change are only “symbolism without substance”.
In the coming weeks, the One Community-One Voice Coalition will embark upon the following:
• Meeting with local elected officials and police department Chiefs to fully understand current policies and practices:
• Identify whether or not all local municipalities in Greater Hartford have standing Citizen’s Review Boards in place. Special attention will focus on the appointments of members, their roles, their responsibilities and power- especially subpoena power;
• Review of the Police Department’s Use of Force Continuum ensuring that they have at least 6 levels of steps, with clear rules on escalation;
• Review of the open records policies to ensure officer misconduct information and disciplinary histories are not shielded from the public;
• Review of the Police Department’s record of discipline of officers charged with misconduct;
• Review of hiring practices with attention to diverse groups including termination and retention policies;
• Review of the police department culture, including attitudes towards inclusiveness, mental health and department responses to findings; and
• Review how and when information is shared with the community.
The police department has a constitutional obligation to protect and serve our communities. We expect and demand them to do just that. In the summer of 2020, the City Council of Hartford declared Racism as a Public Health crisis. The mental health and physical well-being and lives of residents of color are at stake. What is being developed to address this crisis?
With ONE community and as ONE voice, we resolve to continue to fight systemic racism, while organizing, and mobilizing against brutality, injustice, and inequality, by police officers, elected officials, and the justice as a whole.
