RESOLUTION CALLING FOR AN INVESTIGATION INTO WHITE SUPREMACIST ACTIVITIES OF THE HPD

Whereas in the summer of 2020, the Hartford City Council ‘declared Racism a Public Health Issue,’ and 

Whereas in or around January 11, 2021, the Greater Hartford NAACP launched a new coalition called “One Community One Voice,” consisting of agencies, churches, mosques, youth groups, and other community-based organizations, to address their concerns about the Hartford Police Department, and 

Whereas the Greater Hartford African American Alliance is part of this coalition to address multiple concerns about the Hartford Police Department, and

Whereas this coalition at a press conference on January 11, 2021, expressed concerns including an officer-involved shooting in December, a shooting involving an FBI task force member in January and the so-called “Deadpool” wager in which officers were asked to place a bet on the location of the first homicide of 2021, and

Whereas this coalition has set out to review the culture of the department as well as its use of force policy, and making sure that the department is made up of people who can relate to them, and

Whereas the Hartford Police Department continues to support a racially exclusionary agenda relative to recruitment, hiring and promotion of African Americans, Latinx, Women, LGBTQ officers and other protected classes, and

Whereas the Hartford Police Department continues to  recruit, hire, and promote in direct violation of local, state and federal Civil Rights  laws, and

Whereas the Hartford Police Department continues to perpetuate racism and exclusion  in the ranks by failing to come into compliance with state and federal laws and statutes that govern the City of Hartford and the Hartford Police Department, and 

Whereas the Hartford Police Department is in violation of Connecticut General Statutes,  including CGS 7-291(a), entitled: Efforts Re Recruitment, Retention and Promotion of Minority Police Officers;  and the HPD is also in violation of a federal consent decree, Cintron v. Vaughn, which the HPD has been in violation of for more than thirty years, and

Whereas state statutes and the federal consent decree, mandate that the Hartford Police Department reflect the demographics of the city within the ranks of the Police Department, and

Whereas the current racially divisive culture of the HPD, the Hartford Police Department continues spreading a pandemic of racism throughout every division in the HPD by promoting White men and crushing the future of Blacks, Latinx, Women, members of the LGBTQ community, and other protected classes by holding discipline over protected class members for years, making them ineligible for promotion; conducting racist and discriminatory Internal Affairs Investigations, thereby preventing protected classes from being promoted, and appointing predominantly White males over protected classes, maintaining a system of White Supremacy within the Hartford Police Department, and

Whereas White, male members of the department who advocate on behalf of Blacks, Latinx, Women and other protected class members are subject to the very same retaliation; disparate and discriminatory treatment that protected class members receive, and 

Whereas this institutional racism and ongoing actions of White Supremacy in the Hartford Police Department, has resulted in a predominantly Black and Latinx city, not having a Black Captain in more than 20 years, and 

Whereas this racial and gender driven pandemic of racism and White Supremacy in the Hartford Police Department is further driven by Chief Jason Thody, lying to the African American Alliance in a public meeting, and letting the promotional lists that contain Blacks, women and Latinx run out, so that protected class members who studied and placed high on the promotional list, would not be appointed, 

Be it resolved that no high ranking member of the Hartford Police Department, should ever serve as a Subject Matter Expert in developing the promotional Examinations, as Jason Thody did, because that individual has all of the promotional test questions, the types of questions on the promotional examinations, answer keys and anything else that can be shared with favored members of the department, in order to make sure that Blacks, Women, Latinx and other protected class members never again have an opportunity to outscore White men on the promotional examinations within the department, and

Be it further resolved, that if the Hartford City Council and the Mayor, who runs a similar operation at the City level, do not remove every vestige of White Supremacy and disparate treatment within the Hartford Police Department, that our Congressional Leaders , the U.S. Department of Justice (Community Relations Service), our legislative leaders and other high ranking members of civil rights and law enforcement shall be called upon to eliminate the institutionalized racism within the Hartford Police Department and resolve the issues that this administration has created relative to the disparate treatment, disparate retirement, the disparate pay scale between White men within the HPD, the disparate promotional opportunities of protected classes at all levels of the department, the disparate length of investigations that protected classes face compared to White men within the HPD, and the disparity of protected classes relative to serving on second and third shift, and being subjected to general discrimination in the length of time lawsuits are settled, and the disparity of money paid to Blacks and other protected classes when law suits are settled and paid out, and

Be it still further resolved that the Greater Hartford African American Alliance supports a full investigation into how each and every civil rights complaint is handled within the Hartford Police Department in general, and the City of Hartford in particular; how civil rights investigations are conducted; how almost every civil rights investigation ends up punishing and retaliating against the individual(s) who brought the civil right charges against members of the HPD, and how many protected class members lose their jobs, are faced with bogus charges by the Administration and almost never receive any promotions after bringing a civil rights charge against any manager or administrator in the HPD.  This investigation must look into  how managers and administrators who have civil rights charges brought against them are almost NEVER investigated by the City or the HPD,  and are aided and abetted by the City of Hartford through the hiring of “outside investigators” that are paid by Hartford taxpayers and rule almost 100% of the time against the employees bringing civil rights complaints against managers and administrators in the HPD, and 

Be it further resolved that that the Greater Hartford African American Alliance calls for and supports our duly elected Congressional leaders and the United States Justice Department to initiate an immediate agency investigation into the White Supremacy and institutionalized racism within the Hartford Police Department, aided and abetted by City Administration, resulting in pay and equity disparities, pension benefit disparities and bogus disciplinary actions and investigations against Blacks, Latinx, Women and members of the LGBTQ community by White Police Administration who routinely benefit from this system of unequal pay and unequal treatment and injustice at all levels of the department, including hiring, promotional opportunities, pay inequities and opportunities for advancement, all paid for by Hartford taxpayers who do not have demographic representation on the HPD as required by law, and.  

Be it Fully and Finally Resolved that this investigation into the Hartford Police Department include an investigation into why individuals who bring civil rights complaints against a White ranking member of the HPD are almost always forced out of work, or into retirement or given unjust discipline, based on bogus charges brought repeatedly and often illegally against protected class members by Police Administration.  This investigation must also investigate why White males have a much higher retirement payout and salary differential for the rest of their lives in retirement from the HPD than members of protected classes.
